You could try an approach used by National Semiconductor for many of their data sheets. The data sheets thenselves are PDF files created from bitmapped data as opposed at retaining textual information. You simply have to print to the PDF writer with bitmap source information. But you still retain the look and feel of the original and the portability of PDF. You lose the same degree of scalability that is possible with a PDF that retains textual information.

For converting from the text based source, which you probably have in HTML format, to the bitmapped flavor there are a number of tools around so I wont push a particular one.
