Absolutely, provided there is no other "mission critical" reason not to, but if my client's primary product requirement is to decode 134.2KHz RFID tags, I say it's okay for them to use their 17.1776MHz crystal. 0.15% baudrate error (using T2) is certainly not going to hurt their secondary requirement of UART comms.
