Why are you scared about the poor 11.0592 crystal? Whatever you want to do with 12.0 crystal you can do with the 11.0592. And if you care to check out,the choice of 11.0592 is purely from the baud rate angle- this fellow manages to give exact values for the most popular baud rates.

Michael has given you a good tip to calculate the elapsed time at the MCU end and what is left is just to convert the binary value to BCD and display it beautifully on a 7-segment LED . And all this still communicating with VB - where exactly is your problem ?
