First of all, I agree that you need a Reset supervisor chip.

To confirm that the Reset is the problem:

10k resistor from Vcc to Reset.
Momentary switch, one end tied to Reset, other end
tied to ground. After you turn power on, press
momentary switch. This should give a good Reset.
