The library is just assembler routines to setup the registers for a call the IAP entry point... they didn't write any code that does anything more than that.

Well, it also uses the correct segment names and returns values in the correct registers to make calling the ISP routines from C possible. Also it disables and restores interrupts and disables and restores the watchdog. :)
