I started reading a book on VHDL a few months back - so that should settle the PLD solution !

Actually going through the concerns voiced by you as well as Erik, I think I am trying to do the impossible. Since I wanted the display to the nearest minute, I thought I will increment 6 minute when I read one pulse - the display will thus have 4 digits for degree and 2 digits for minute. Anyway the "borderline" issue seems to be a spoil sport in this application and I am already trying to reach the client for alternate methods other than this 3600PPR route.

Thanks for saving me from a potential pitfall.
