So.....that would happen even the first time the EX0 or EX1 flag were set if INT0 or INT1 was low at the time!!

If it is necessary to clear EX0 or EX1 from time to time during program execution (and there are certainly totally legitimate situations and designs where this can and needs to be done) then is it totally up to the program (as derived from the work of the programmer) to monitor the INT0 or INT1 pins as port Input and take appropriate action to prevent any "messes".
