I looked at Kanda website the other day, they have Philips 668 ISP based starter kits at $80 fully built and tested.
Keil also do some cheap little Philips based boards.
(Cygnal)Silabs are well worth the extra at $99

Not an 8051 but the best kit I seen recently is the Z8Encore from Zilog.
£32.00 for a full test board with onboard debug ,64k flash,RS485 etc and a full ANSI C compiler.
