But the implementation as defined needs two FIFOs instead!

In fact, as discussed elsewhere, the beauty of the protocol is that it does not rely on the FIFOs nor any specific hardware interface - it could equally well be implemented using the 8051 UART's 9-bit mode, or anything else that seemed appriate at the time.
