I wouldn't worry about your algorithm - You will probably find that PI is all you need.

You will find that the final temperature in the load isn't goin to be well defined anyway, unless its a.) Very thermally conductive and/or b.) You leave it in the oven for ages.

What is the material of the load ? Is there no chance of sticking a probe into it ?
