This rather naively assumes that he/she has actually bothered to look at the FAQ - unfortunately, this is all too often (in fact, usually) not the case. :-(

Whenever anyone clicks the 'Start New Subject' link, this is the first thing they see:

It is patently obvious that most newbie posters have not even read these instructions - let alone followed any of them.

My suggestion would be that, instead of going straight to the input form, clicking on the 'Start New Subject' link should start a sequence of pages:
First, a "welcome to the forum" page, with basic etiquette rules;
That page would have a 'Next' link, to a page suggesting that the poster look for existing threads;
That page would have a 'Next' link, to a page suggesting that you review the tutorials;
That page would have a 'Next' link, to a page suggesting that you review the FAQ;
That page would have a 'Next' link, to a page suggesting that you do a 'Search';
Only after followign through all these pages in sequence would you actually be able to start a new thread.

Each page would, of course, have links to the appropriate resource(s).

By clicking each 'Next' link, the prospective poster effectively confirms that they have done the suggested reading/work.

Maybe registered users could be "Fast-Tracked" through this process.

Maybe the final page before actually starting the post should give the Rules for deducting points:
