I will defenitely try out the alternate MAX1232 and the 100nF capacitor right across the IC power pins as suggested. As to the replacement check - yes I did try with another DS1232 and that also never let go of the Reset level.

Even I have my doubts on the rise time of the Vcc after changing to LM317. But my problem is to measure it with my simple dual trace 30MHz scope. A DSO would have done it.

As advised by you, will check out the trace length to the crystal, changeover to MAX1232, try the decoupling resistor setup and other points.

The switcher failed silently and as of now there is no indication of any overload - maybe the AC input went wild and killed the fellow.

Armed with all of your inputs and pointers, I am on the job and will revert with feedback after trying out them shortly.
