Since the ALE signal was permanently active, also if the µC hangs in an endless loop.

It depends on derivatives. For example, most Atmel chips have bit to disable constant rate of ALE (AO bit in AUXR). If this bit is set, then ALE is active only during a MOVX or MOVC. I think that this feature may be used to control external watchdog with dummy MOVX/MOVC.
