I never use the resistor, if you can control ground bounce, you can control Vcc bounce as well (4 layers).

Yes, if four layer PCB is used, Vcc bounce is not an issue, mostly. But with double sided PCB you can only get control on ground bounce, and only if solid ground plane is used. Vcc bounce then is an issue. It's amazing what an amount of high frequency noise can be seen on Vcc when 74HCMOS chips are used without adequate power supply decoupling measures. A wonder, that reset controller does not 'detect' brown-out events all the time. In such cases I often recommend and use RC-filter for reset contoller. Even something in the range of 2.2Ohm plus 100nF X7R can eliminiate high frequency noise, means these annoying narrow spikes, very effectively. This '10Ohm plus 10µF Tantal' combination I recommended to Raghunathan is a bit overkill, I confess. But if Vcc noise was the source of his problems, then this filter would surely have eliminated it, guaranteed.

By the way, if I use AD-converters and DA-converters together with microcontroller on same board, I use LRC-filters on Vcc line for certain groups of chips, even if a four-layer board is used. Only by this filtering, ground noise on common ground star point, means the point, where analog and digital grounds are connected, can be minimized.
