Your scheme seems wrong. Why use 74HC573 on both columns and rows? On one side, there should be buffers, not latches.

I accept that was a typing mistake when I said buffers 74HC573. But even if you use 74HC573 instead of buffers i.e. 74HC541 things will work equally well. Remember to tie LE pin of 74HC573 to permanent high i.e. Vcc. and OE pin of 74HC573 controlled by micro just like GE of 74HC541.
I know the above idea will be used if and only if you have plenty of 74HC573 with you, but no latches application to use them.
