On some versions of the LPC932 you cannot use ISP with the watchdog enabled - this is because the bootloader does not feed the watchdog. Instead develop with the watchdog turned off and enable it afterwards.

I believe this is mentioned on the LPC932 errata sheet, which you can get from www.philipmcu.com. It should also tell you which versions of the device are affected.
