to drive 10 digits, any segment was on for only 10% of the time. So on 3.2mA the average current was only 0.32mA per segment, which appears really dark.
O.k., 3.2mA was the minimal current, which guaranteed at 5V/25°C, but I'm a fan of worst case consideration.

Yes, you are right, the availability of special drivers can be a problem in some countries.
