U can use 74C373, for simpler pin lay-out use 74C573. They can drive 35mA at 5V. We use them in very complex graphics LED panels also. Use them to sink current rather source.

Connect LED cathode to IC output & anode to 5V via current limiting resistor. Limit LEd current to 20mA. Use -OE pin to multiplex, to save on current. We do 1/8 and 1/15 mx, still gives very good brightness. Use ultrabright LEDs/Displays.
