I don't kow if he is using a switching source and may be the transformer secondary coil is not easy to find and is easy to put directly in the mains 230v

If we are using your circuit i prefer to put the sensor directly in the transformer pins because in your circuit you must wait the discharge of the capacitor to know that ac was out.

And with an opto is easyer to select a 1 or 0 signal as we want.
