And even if one thinks about the use of Schottky diodes like 1N6263 or similar, which only show about 0.35...0.4V forward voltage drop across the junction, this diode gate remains critical. Why? Because if noise hits the line behind the diodes, means the /EN line of HCT gate in your picture, for instance due to charge injection via stray capacitance, then potential can also rise well above this 0.8V limit.
