IF I was going to use this chip (INT51X1) in a design I would take advantage of the reference design that Intellon makes available from their web site at:

I would then utilize a microcontroller that has a USB type port on it can talk to the USB drop of the RD51X1 design. It is quite feasible that the USB ports of the microcontroller and the INT51X1 can be tied directly together right on the same PC board. Then using the Windows miniport driver supplied with the reference design it would be easy to get commands from your PC to the microcontroller.

NOW let me state that unless you are going after really utilizing this chip as a wide bandwidth pipe to make a full type network you are looking at the wrong hardware. This chip is all wrong for use with a simple microcontroller to microcontroller comm link to perform simple commands like turning lights on and off. There are other much simpler power line carrier systems you should be looking at instead. X10 is just one type that comes to my mind.
