the easy way is to connect emitter of your opto-coupler to ground and collector to portpin and use the internal pullup. Only in some cases an external pullup is needed. I use this very often when I use light barrier i only need to adjust source current of the LED and get wonderful swithing waveform for controller. Never let the internal pullup work against a pull down. It is waist of energie loss of wanted signal.
