There are some cases when it is not right. For example, if current instruction is RETI or it modifies either IE or IP register then at least one more instruction will be executed before an interrupt is vectored to.
I do not know about Philips but for Atmel, read chapter "How Interrupts Are Handled" here http://www.atmel.com/dyn/resou...OC0499.PDF (page 2-60).
