I doubt that a person in NZ will have a problem acquiring e.g. Philips parts.
Also using a timer as Peter suggest ia good and fine if you have one to spare.
So "While it is good to be aware of alternatives, it is also good to know the potentially much simpler solutions". Using a timer is not simpler than using a comparator.

Bending a chip into obedience can be quite fun, but is not "proper procedure"

Again, Jan - it is perspective - if he is playing around with making ONE, sure, however if he plan to produce, I would recommend against the timer overrun method. The comparator method will catch an interrupt that happens during the ISR execution, the timer method will not.
