Don't forget that it includes a modern, professionally-designed, fully built, tested, and working board, complete with cables and software tools.
And a CD full of examples & application notes.

Surely that must be worth $99 of anyone's money?!

If you're really that broke, you could try the Keil MCB900:
http://www.keil.com/mcb900/
It's cheaper, includes tools, but is a Philips LPC932 - so no on-chip debug!
