The problem was solved the day Mr.STEVE apologised for not able to help me furthur.
I am sorry , that I could'nt let you guys know about the situation. Actually whatever I had done , the software part as well as the H/W , was all OK. But there is a weird problem with the F120 , is that few of the devcies interfaced to it , sometimes work with the OPEN COLLECTOR mode. As You people must have gone through my first post. I had mentioned that I was able to read the encoder counts. that means my RD signal works with OPENCOLLECTOR (of course pulled high)port pin. The same way WR was connected . and that was the real problem. The port pin which was connected to WR of LM628 , when configured as push pull , the problem was solved , I got all the results which the datasheet specified. Any way I still couldnt make out this push pull and opencollector (externally pulled up)thing . Since I am held with the completion of the project I couldnt spare time to solve this mistery.
