You need a BIG electrolytic on the card, and sure, lots of bypass. You are not filtering high frequencies, but making sure that LOW frequencies pass unimpeded. You might also be able to reconfigure your Solenoid driver to use a capacitor up close with the solenoid as a speed up measure, as well as giving you a lower holding current in the coil.
