I did this project three years ago
Tracking continous black surface
My algorithm was comparing left and right sensors
And then determining rotate degree of stepper motor
Assume we left this machine at start up and it hasn't been in black surface
from beginning,
machine goes and goes straight for 10 second if any sensor didn't trigger
then it rotates 90 degree and continue
after 4 times rotate degree change to 80 and time change to 12 second
...

Assume again now

-1 and 7 are triggered together -1+7=+6
This is not enough data to distinguishing waht is rotating degree
So I was decreasing speed to find more required data ...
After some time i found black area
Now I had second 3'th element for decision,Previous State
There are some basic difference between my and your project
But because of both of our source light is continous you
can use from previous state of light source
When your required data are not enough for decision,
with the other phrase when ADC's output don't meet your demands
at first decrease speed(if it is possible) for stopping more instability
And secondly stay in previous state
