That's the big trouble with any law enforcement regarding the internet - whose law do you enforce?!

Certainly UK law provides a lot more protection to consumers than to business transactions; it is assumed that businesses know what they're doing, and are able to agree their own terms & conditions - but, again, IANAL.

And whether the advertising laws apply - I don't know.

Well, at the top of the misleading page there's a 'Contact Philips' link. Then, as Erik said, there's your local FAE. There's also a microcontroller forum at Philips:
