Virtually all modern FLASH-es I have seen and heard about implement self-timing programming in hardware.
Especially if that programming is to be performed by software.

I believe underprogramming/undererasing has been a major problem with EPROMs and maybe also with early FLASHes, but today a company not providing self-timed FLASH self-programming would probably commit a form of professional suicide.
