Partially correct, it does not have anything to do with "debugging the programs", but it does have to do with "placing the programs" internally.

Thus it DOES have to do with what you suggest, since in a "modern design" P0 and P2 are not available for memory access, they are used for I/O.

If you in such a way can't debug more than 1%, well there are some, including myself, who score much better !
I did not discuss the value of your suggestion, that will depend on its use, just the fact that it can not be used in a modern design.
