is it possible to "home made" an ICE?

why not go for SILabs? Their chips have a "built-in ICE functionality" and a development board that gives you ICElike tools cost $99 -up

As you're in China, you might try Zylogic - the successor to Triscend:
http://www.zylogic.com.cn

This gives you an 8032 core, on-chip debug, and FPGA - that should give you everything you need.

I gather that they now have some low-cost devboads - and they are targetting the Chinese market!
