After that, i connect 'E' to the +5V Vcc. The 'C' is connected to the -ve terminal of the buzzer. The +ve terminal of the buzzer is tied to GND.
either a mistype or connecting the buzzer the wrong way. Turning the transistor on makes it connect + voltage to - buzzer.

If this is not a mistype, try the buzzer with batteries before continuing, you may have blown it.
