please do warn people about an "extremely large" bitmap.

The bitmap format you included is, together with msword ".doc" format, the worst bandwidth hog. At certain places in the world, bandwidth is an expensive thing and not yet "commoditized"...
The bitmap is about 1Mb. That's a lot of data that will need to pass a 33kbps line in some countries...
Try to use a compressed format. jpg, png or even gif.
Or you could try a pdf format.


as for your remarks:

You may think you need to add more resistors. But that will not help you. You either need them or you don't. "thinking" you need them is no good way of trying to solve your problem.

why fiddle around with those resistors. They are either needed or not. By moving your resistors, you are not proving anything. You must ascertain whether you need them or not. Then you do not need to move them.

But you stil failed to answer following:

have you been able to read your eeprom and verify that what you think you wrote to it, is actually present in the EEPROM?

Sorry if I don't do a detailed analysis of your schematic, but time here is 2h45 AM, and I it will have to wait till morning..
