no, you do not need to use Keil with the SILabs IDE, you can use any toolset; however you should use a toolset that support the debugger (Keil, SDCC, Raisonance, Dunfield - more?) or your debugging will be 25 times more cumbersome.

Definitely not, No compiler can compile "code written in assembly" for that you need an assembler.
