They are not guaranteeing for any purpose. That is to avoid liability. Assume any professionally designed ( or verified) and well laid out PCB. EMI and susceptibility have to be tested in the final product. They did not test it. Plus they do not want the liability. On any board you make or buy you will have to inspect the schematic to insure you agree with the design. And insure is suits your needs. Look at the board to insure you approve of the layout. Then test is in the final system.
If the Silab layout does not suit your needs oh well> Hopefully Another manufactures board does.
