I presume you're just doing this as an excercise? A microcontroller is way overkill for such a simple phase-angle controller!
Or maybe you're planning to extend it once the basics are working?

I'd start by getting the buttons working. Forget the triac for now.
Are you sure that your code is running at all?

What do you mean by, "output in TRIAC?" Where & how are you measuring that 1.1V?
