I have no idea if this will work, but for a cheap method of measuring tilt, I remember the aquarium pump I had as a child. It used a mercury switch to mesaure when a plunger was in the low position and energized a solenoid to pull the plunger up. Maybe you can use a mercury switch (2 electrodes in a clsss tube with a drop of mercury).
