Although I would not touch it with a 10 foot pole, there is evidence that 82C55 chips are available in surface mount S0-40 packages for 2.99 each / 2.56 in qty 100+. Here is a link to the sales site. Surface Mount 82C55. I have no idea who the manufacturer is so I cannot easily provide a connection to a data sheet from a chip company web site.

Also not something I would touch...but for those 8255 diehards if you look at this Intersil data sheet you will see 82C55A in CLCC and PLCC packages. Both surface mount types.
