hi;
i guess you first need to specify how much total current you need to source by combination of IOH and I_pullup.For sake of example i assume 1 milliamp.is the req.then with 300uA coming from IOH at 0.75VCC you need to supply 700uA via a resistor with a drop of 0.25VCC=1.25 volts.that gives 1.25/0.7=1.8K(appox).
