Are you planning to travel in the boat ?!

I am not clear why you are having so much of problems with motor drivers - for a drive current upto 2 Amps and 24 VDC the H-Bridge drivers like L298 from SGS are an excellent solution. And have you visited the Allegro site - ? They have some good drivers for motors.
