change the 8051 for a 8 pin PIC 12CXXX
No need XTAL , Power On Reset.....
If you use a 74138 , you only need 3 lines for LEDs
You can connect the switches to the other 3 lines or with 3 diodes at the same 3 lines of the LEDs

It´s very expensive??
