If you have a 3 lines bus from PIC to 74138
put in each line of bus one switch and one diode 1N4148 for example , all the K of the diodes wired to one output pin of the PIC ( SWITCH_ENABLE )

When SWITCH_ENABLE = 0 and the 3 lines bus is input you can read the switches

SWITCH_ENABLE = 1 and the 3 lines bus is output you can write to the leds

Total one PIC of 8 pins , one 74138 and 3 diodes
