Thanks,Patrick de groote. I'll check with linking DSR pin and DTR pin.

Sorry for the confusion. Both are correct.The former one is the case when I used the cable of MODEM.

The later one is when I used the cable made by myself. I have used only 3 wires and this may be the probable reason that the MODEM is not responding AT command.
