Are you sure on that? The interrupts are meant to be edge triggers from short pulses on INT0 and INT1. If a pulse comes and goes while EA is 0, won't it be ignored?
(probably it's just the schema of interrupt system in my docs that is confusing me and you're right, but since this would be a very hard to detect error if it occured, I want to double-check on that.)
