It needs +5V +/-15V and a 12,5 Vpp if using
Not necessarily, you can pu a modern derivative e.g. P89C51Rx2 on the board and it will do ISP using 5V only.
Nothing in the board design (save a short Vpp to +5v possibly) will hinder that.
