Unaware of the fact that the government of the UK was not constitutionally based. Kind of a spooky concept but seems to be working so far.

The declaration that the anti-terror efforts initiated by the US Gov. constitute a "war" was specifically done to allow the establishment, by statute, power that has no peace time precedent. All by just declaring it a "war".

Hopefully efforts this fall will return things to where actual efforts to reduce terrorism occur as an alternative to empire building.
