It is my considered opinion that a full GND plane with a full VCC plane is the best. There is not much point in making a full GND plane without a full power plane if you are able to route your board on two signal layers. An economic reason for this is that there is no significant savings to make a 3 layer versus a 4 layer board. A technical reason is that the power distrbution system for the VCC is as much important as that for the GND bus. When it comes to noise and emissions considerations GND loops and PWR loops are equally problematic.
