He is not saying that the Keil & Raisonance Compilers actually run on the 8051 - which would be the conventional meaning of the term "Native Compiler" Keil, Raisonance, IAR, SDCC, et al are all Cross-Compilers; ie, the the Host architecture on which the Tools run is different from the Target architecture on which the generated code runs!
