my problem is solved. the 4.7uf & 100e as per http://www.vishay.com/docs/82030/82030.pdf which was recommended by Michael Karas did the job.

the carrier frequency is 38KHz. as much i was aware of from lirc (under GNU/Linux) documentation.

The reason i used the pixelview playtv pro transmitter & receiver was i have got a couple of these and they have worked pretty well under GNU/Linux.
